A Public Hearing was opened for the contract for Fire Services with the Glen Aubrey Fire Company at 8:01 p.m.

No one spoke on the matter.  Motion by Benjamin, Seconded by Forkey Closed at 7:03 pm  all ayes

 

A Public Hearing was opened for the contract for Fire Services with the Nanticoke Fire Company. 

Mr. Miller told the board that he felt the chief of the fire company should be someone who lives within the district.  He stated that there is a certain amount of money the chief can spend for emergency needs and it is hard to limit that.  The board said those issues should be in the by-laws of the fire company, Attorney Gorgos stated it is difficult to control as far as the town goes.  The Fire Co. may change their bylaws to handle the situation.  Motion by Forkey, Seconded by Loveless, Carried

Department head reports: Local Law on Building Code Enforcement.  We need to enact it, A public hearing should be scheduled as soon as we can.  The law is detailed enough so Mr. Jacobs should come out and be at the public hearing to walk the board through what is different and what has not changed in the implementing of the law.

    The state wants it done to bring uniformity for the state code.  They want it in place by Jan. 1, 2007.

A public hearing will be scheduled on the introduction of the local law for the building & code enforcement local law.  Friday, Dec. 29, 2006 at 6 p. m. Attorney Gorgos will take care of the advertising.

 

 Glenn Simpson asked about the wood stoves installation for inspection?

What are we going to do since the state sets it as code enforcement responsibility.   Manufacturer¡¦s recommendations are to be filed with a building permit for a public record and to be used for inspection.

 

The clause will remain in the local law to be presented and the town will require a building permit and inspection for new installations of wood stoves.  Some may want to put in an old wood stove which would require the same inspections. 

If the town does not accept the local law the County could step in and take over the inspections which is something to town wants to keep within their limits.

 

Bob Hamlin, Assessor

     Do data collection updates for the next 2-3 years and do the reval from there.  This allows us to allocate an amount each budget year and not have to do it all at once.  They have started the collection in Lisle and have no complaints.   Surrounding areas are doing the data collection also.   The same firm is doing Triangle.   It is best to know they are all in the same school district.  They will be doing 160 parcels randomly.  The assessor has pulled some files that have been brought to his attention.  Single family residences he is trying to do and not have to give to the data collectors.  Ellis mentioned that possible board members could do some of the data collection to help such as vacant land.  Some have a house on and never bothered doing the permit so we did not know it was there.  The 5217¡¦s when they come in tell the assessor what is going on with the sales and if the parcel was assessed for vacant land then he can assess it appropriately.  They have to do it due to the cap program.  The equalization is down around 82%.  The northern town are pretty much in the same area and therefore, there is no big shift.  Cost is at $25 per parcel.  It will cost about $4000.00 and feels it can be funded from surplus or some area to cover the cost.  It could be done in 2-3 years depending on how the property is broke down.  With 782 parcels how many do you think will be done?  Hamlin thought that they would be able to keep up on the parcels done on the first round by building permits etc. 

Whittaker asked with what your collecting now you will not be able to make changes on that until it is all done? 

     Hamlin:  Only if there has been some changes on the card then they are able to change them.  Example:  an old farm house assessed very low and remodeled, they could then change the assessment.

 

After the data collection is done they would probably contract someone to do the re-valuation.  Possible to do as a group effort with Lisle, Nanticoke, Triangle.  The cost will be better for us as they will not go out and doing any work.

Homeowners can let the collector in or not.  They will mark on the card access is denied.

Town of Lisle has already done some in 2006.  He has not had a complaint.  The Lisle board has agreed to get the data collection done. He thought they were doing this over 3 years.

It will balance out inequities.   The equalization rates would be more up to date.  Trying to get the other towns to do it also within the same time period so no town would get hurt due to the equalization rates.

Forkey and Benjamin will be doing the Supervisor¡¦s books with Loveless and Whittaker doing Town Clerk/Tax Collector¡¦s books.

 

The doors needing replacement:  Overhead doors, also overnight lights burnt out @ salt barn. Need to put 2 lights down lower on the lower level of the building.  Prices are being looked into now.

 

ON the Small Cities block grant applications the following has to be reviewed by the Town board.  This does not mean they are getting the grant it is a process we must do to satisfy the state.  The following  need to be reviewed  to proceed:

We do hereby grant a waiver for Cris & Evaline Smith to proceed in the small cities block grant due to working in the highway department part time.  5 ayes

 

Prices presented for a copier from Usherwood were from $1300-1900.00.  Benjamin will bring information on other copiers at the next meeting.

We do hereby authorize the Supervisor to sign the contract for Fire Protection for District #1 ¡V Glen Aubrey -   $55,361.00

Vote:  5 ayes

We do hereby authorize the Supervisor to sign the contract for Fire Protection for District #2 ¡VNanticoke= $ 51,465.00

Vote:  5 ayes

We do hereby accept the contract for emergency services with the Maine Emergency Squad in the amount of $8,034.00.  Vote: 5 ayes

 

NEW BUSINESS:  They discussed stock piling sand bags in the event they are needed to protect certain areas.  A letter will be drafted to the DEC on the matter.

 

Damages on flooding in the amount of $10,000.00 or more can be reported to the town in the event they can get funding for repair.
