Also Present were:  Glenn Simpson, Code Enforcement Officer,  Mark Gorgos, Attorney, Debra & Laura Chapman, James Randall, Irv and worker, Phil Connery.

 

The purpose of this meeting is to come to an understanding between the owner of the property receiving a Small Cities Block Grant and the Contractor doing the work.  Having filed a complaint Debra Chapman wants to have something done about he work performed and wants the board’s decision on the matter.

 

She claims:

1-     Roof is installed incorrectly.

2-     Windows are not installed correctly.

3-     Contractor’s indignity to the property owner

4-     Payment made to contractor, 2nd check not signed by owner but put into his bank account.

5-     Talking to representative for Thoma, Phil Connery has not helped her solve the problem

6-     Questioning the warranty on the job

7-     Bathroom vents covered by the roofing-causing a urine smell in house

8-     Leaking roof and causing damage in living room and kitchen

9-     Refusal to let contractor finish the job

10-Requested to see all the receipts of materials he purchased for the job.

11-Different color nails on roofing

12-Dents in roof now where they have walked onto it.

 

Discussions were held on:

          1, What to do to correct the problem.  The Town cannot just have the roof torn off and replaced, due to state requirements for the grant process.

          2.  Warranty is for one year given by the contractor.

          3.  On the vents being covered it is  not the vents but fans that are usually done in this way and the roofing material cut away with a cap put down and sealed.

          4.  Windows have to be shimmed and trimmed to be finished.

          5.  The original contractor stated he will not go back and finish the job.  Mrs. Chapman stated she cannot let him back on her property.

          6.  To get the manufacturer’s representative there to evaluate the issues and give his report to the town.

 

Recommendations were to have the Representative from the roofing manufacturer come out and inspect the work done so far.  To give a  full report to the town on their findings.  The town will review the findings and go from there.  (Attorney Gorgos)  A punch list should be furnished by the representative.

 

If the roof is found to be installed correctly then the next recourse would be to finish the job.

If James Randall will finish the job he will have to give the town a detailed listing of the work he will be doing. 

 

The materials ordered to be installed in this home are: * doors, *bathtub and surround, window.  At this time there are  panels of roofing left at the site.

The board concurred that the materials be brought to the site to be used in the house.  If they can’t use them to return them to the warehouse the purchases were made.  A new kitchen sink was requested. 

A discussion was held on the kitchen sink and decided to be done by owner.

 

Glenn Simpson said he would like notification of when the work will be started and when the delivery’s are there noting this week for delivery.
