Deputy Supervisor Benjamin called the meeting to order by leading the pledge to the flag at 7:00 p.m.

Department Heads:  no reports

 

Open to visitors:  Contractor for Better Home stated he had the materials for the Chapman Project to deliver here for storage.  They were put in the shed down back of the town hall.

 

Contractor Mackwell stated that he thinks the Chapman application should be investigated due to her having a husband living there and not stating it on the application.

 

Benjamin stated this is being investigated and will be reported at a later date.

 

Slack told they were going to stone and oil the roads but the weather has stopped them.  As soon as the weather breaks they will be doing those roads.

Struble asked about the audit on his books for 2003-2005 which Mr. Loveless had done.  With his passing it was decided that Mr. Whittaker

could sign the sheet and then we can state that Mr. Loveless has passed away and notarize the document to cover that time period.

 

The books of the Town Justice and the Supervisor were audited by the auditing committee for the year 2006.

 

Shirley & Jim Goss: Problem on Leekville Road with water running onto their property and washing the lawn out.  They talked to Jake but it never got fixed. 

Slack stated that when sanding in the winter the materials build up on the shoulders.  They will have to take that crown off and get the water to divert back into the ditch.  Can’t guarantee that it will take care of all the water and he will show them what he will do before they repair it.

 

Phil Connery:  2 new applications to be approved. 

          1-Barbara Freeman               $25,000.00

          2-Neta Loveless                      $17,000.00

          3-Dee Hover                           $12,800.00

The property of Besanson has run into a few problems while doing some work but will add a bit more to the project for plumbing.

OLD BUSINESS:  The passing of Robert Hamlin the Town’s Assessor has left a vacancy.  David Hamlin expressed interest in the position.

The Town of Lisle appointed him to fill the position.

We do hereby accept the resolution to appoint David Hamlin to serve as the single assessor under the CAP Program with the Town of Lisle.

Town of Nanticoke

RESOLUTION NO.

 

Whereas, the Town of Nanticoke and Town of Lisle have elected to participate and currently participate in a program to coordinate the assessing function and have formed a coordinated assessment program (“CAP Program”).

 

Whereas, the Town of Nanticoke and Town of Lisle need to appoint a single assessor under the CAP Program,

 

NOW, THEREFORE, BE IT RESOLVED, the Town Board of the Town of Nanticoke does hereby agree to, and does hereby consent to the appointment of David Hamlin, as sole assessor under the CAP Program.

 

BE IT FURTHER RESOLVED, that the Town Clerk be and is hereby directed to give due notice of the adoption of this resolution to all necessary parties.

A budget was received from the Glen Aubrey Fire Company stating they will be increasing their budget for the year 2008 by 3%.

 

The vote on the dogs leash law to date is 73 yes and 24 no.

 

NEW BUSINESS:

It was discussed of relocating the furnace and of the cleaning of such.  Tabled until next month.

 

A letter was read from Kevin Grover asking that the Town abandon Ingraham Road from the Freeman property line north.  The board waited to take any action until the full board is present.

 

Gary Smith told the board he wants them to look into better coverage for the town for emergency ambulance service.  Broome Ambulance was supposed to have an ambulance stationed in the Town of Lisle and is not doing such.  They don’t seem to be responding very quickly or not coming at all.  Whitney Point is unhappy and is going to make changes to their ambulance service by having a paid ambulance crew.  This will take a couple of years to put in place.   He is asking the Town to talk to the Maine Ambulance Service to see if they can take over the rest of the town for the coverage we need.  Susan Lowe representing the Maine Squad stated they would be willing to cover the town.  They have a staff on site Mondays – Fridays from 8 am – 5 pm.  They also have the ALS on board.   They could cover the town for the amount sent to put into the budget and then go from there in the following year if the cost rises.

Costley asked if they would need to extend their certificate of need to cover the rest of the town.   What would Whitney Point have to do?  Did they keep their certificate of need for the area in the Town they covered before?  Lowe stated she thought they kept the certificate of need.

 

The board asked Sue Lowe to write a letter stating they would be willing to cover the town for ambulance service and if she would be willing to come to the next meeting in September.

We do hereby authorize the payment of the bills as presented.

Struble asked if it would be possible to get a contract with a computer repair service who would be certified and have insurance and bonding to assure that the information on the computer was not invaded to keep the privacy needed for town records.
