CDBG GRANT: Ms Chapman was at a meeting with Assemblyman Finch, Supervisor Ellis. Ellis will send a registered letter to Ms Chapman to respond of the button up amount and if no response the board will consider the matter closed.
Hover: Thomas follow up: Hover has told them he is trying to obtain funding for a new home Needs to finalize this to be able to use the funds set aside for the project.
DEPT HEADS: Yesalusky had question on the dog control/leash law.
He wondered how it was coming.
The Town Board decided to go ahead and hold a public hearing in March of 2008 on the proposed local law to control dogs.
Ellis: Our Dog control officer is doing calls in other towns to cover for there DCO.
He is getting a lot of calls to respond to the Town of Maine calls. He told that they have a contract with the Humane Society and he can’t transport dogs there due to being with Broome County.
A rabies clinic will be held in May 2008.
They garage doors are being installed. Supposed to finish on Wednesday. Gummoe told that he was unhappy with the work being done. He will be sure that the needs are met before cutting the payment.
Gummoe told that he has found the thermostat in the town meeting room was at 77 degrees and left there for the weekend which it should be turned down.
Ellis stated perhaps they should put a new thermostat on to be able to have it lower the temperature when no one is in the building.
Ellis stated we should leave the electric heat on to be able to use in the hallway and bathrooms in case the furnace has a problem.
Attorney Sweeney: Union Negotiations
He told the declaration of impasse has been filed. There was a joint request for a mediator by the name of Kevin Flanagan. If the two sides don’t come to an agreement then it goes to Fact Finder. Both sides will come in and present their proposals. The fact finder is also trying to find facts and is trying to mediate to bring both sides together. If that is unsuccessful then it openly goes to the legislative body which is the Town Board trying to make a resolution (legislative phase) by statue any agreements or any findings would be in effect for 1 year unless the parties agree otherwise. In the meantime the terms and conditions of your expired collective agreement will continue as if there still in effect.
The resolution is a bit different than if it was a police dept. by being a different process. With it being a town it has to set up for mediation, go into fact finding, go into legislative phase which could be as short or as quick as it has to be if the two sides are agreeing of changes or agreements that can be done quickly. If they are somewhat apart then it could be a longer process.
The Town will be dealing with Roberta Dunker, representing the union who represents a lot of towns.
Topics of mediation: wages, vacation, sick time accumulation, safety devices,
Health Insurance and contributions, a term to be added to the mediations. Agreed to by Roberta Dunker. Each side will present proposals which the mediator will have to work with and review both sides to come to an agreement.
